An exciting opportunity has arisen within our Corporate Project Office for an experienced business process analyst and change management specialist to join the team to support major transformation programmes across the Authority, initially focusing on Wellbeing, Support & Care and the delivery of a Through Age and Wellbeing strategy. 

The transformation programme will see a full redesign of the social care operating model within the Council, including systems and process innovation including:

  • A greater focus and investment in early intervention and prevention services,
  • Changes to working practices via the adoption of a Signs of Safety methodology
  • Improved infrastructure and systems to promote better and simpler ways for people to contact the council, primarily focusing on the development of the existing Welsh Community Care Information System (WCCIS)
  • Innovations in the use of Assistive Technology
  • Partnering with Health, 3rd Sector and Government functions to improve the model for those looking to the authority for help and support.

The successful candidate will become a critical resource in the change management cycle; capturing user and service requirements, analysing data and models and developing business process mapping for solutions. The Business Solutions Officer will oversee the subsequent delivery of these changes across both the authority and partners and support the Service Management team sponsors to embed the solutions within their services.

This will be a key role interacting with operational staff, IT development teams and other corporate partner services (HR, L&D, Finance) to ensure the successful facilitation of workshops, identification of requirements/needs, system and user testing, and managed roll out of solutions to operational services across our Social Care, Early Intervention and Preventative services.

The opportunity would suit someone with a proven track record in the delivery of process improvement and/or change management initiatives and that is keen to work within large transformational projects.

We play a key role in ensuring the smooth and efficient management of the decision-making process of the Council, including support and advice to Councillors; PA, administrative and project management support to all service areas; facilitating elections; the communications team; translation and the Welsh Language policy officer.  Our key functions include:
