About the role

Please note that the advertised salary for this position is subject to the pending 2026/2027 national pay award. The final salary will be adjusted accordingly once this has been agreed.

The Council’s Procurement and Commissioning Service are looking for an enthusiastic and committed Purchase to Payments (P2P) Manager with a solutions-focused mindset to lead our purchasing and payments function and drive continuous improvement.

We need you to ensure accurate and compliant processes are followed as you will have responsibility for the end to end oversight of the Supplier journey from an initial Purchase Order through to Payment for their goods, works or services.

Whilst this is a key management role, we don’t expect you to have specific practical experience in purchasing or payments.  This could be your first step into line management and it is more important that you have a positive ‘can-do’ attitude, want the challenge of managing and motivating a busy team and will be comfortable in reviewing and improving our processes.

About the role

This role needs an individual who has a strong appreciation of the importance of attention to detail and deadlines but is a people-person able to build and sustain relationships with staff, customers and suppliers to respond to day-to-day challenges with a resourceful and positive attitude.

Key tasks and responsibilities include:

  • Leadership and people management
  • Driving Service performance and improvement
  • Procurement and payments process advice, training and challenge
  • Oversight of financial controls in relation to payments and ordering
  • Systems development support and data analysis
  • Stakeholder relationships and corporate working

For the right candidate who can demonstrate potential as an aspiring manager but doesn’t yet have the essential experience we will consider offering the role as a Grade 10 with progression to a Grade 11.
